The original intent was to allow inmates without the financial ability to bail out (who were not flight risks or threats to the community) a chance at a timely release. Lately however, tons of inmates (some with felony or gross-misdemeanor charges), are just getting "free passes" when they can afford to bail out. This haphazard process is no doubt contributing to further missed court dates and a higher financial burden on the Southern Nevada tax-payers. Since all the inmates are doing is "promising" to go back to court without a bondsman securing it or a cosigner securing bail with collateral, there is little to risk by not going to court. Hopefully as the public is increasingly aware that folks who break the law are getting out of jail free on their dime, they might push for change.
